While most officers faced forward, pockets of police turned their backs as the mayor spoke Sunday. Those who turned their backs were not sprinkled intermittently throughout the line of officers, but clumped together in groups so it appeared that some collectively decided to make the political statement.

NYC Mayor Bill de Blasio:"All of our city is heartbroken today, we've seen the pain that people feel from all walks of life.""All of the city is feeling the pain right now, and all of the city wants to lift up the Ramos the Liu family.""He [Liu] walked a path of courage, of sacrifice, of kindness -- this is who he was and he was taken from us much too soon.""...And to all and men and women who have served beside Liu for the last 7 years, they were his second family.""Ours is a city who is proud of the statue of liberty, what it stands for...where people have come from, what troubles they left behind, that they can can lead lives of possibility. The Liu family took pride in that possibility.""Det. Liu is deeply devoted to his mother and father, a devotion which Confucius said was 'the root of a man's power.'""At the end of every work day, every day, [Liu] called his father to tell the family that he was safe, and on his way home.""And NYC stands a little bit taller today, because he walked among us.""This city welcomed Detective Liu. NYC has been from its earliest days, the most tolerant of cities. Where people off all different races, religions...creeds have lived in harmony.""Let us move forward by strengthening the bonds we have between us."

Police Commissioner Bratton:"Like his partner day that fateful day two years ago....officer Liu believed in the possibility of making a safer world, all cops do.""We all believe in the possibility of being a part of something larger than ourselves.""Detective Liu witnessed it [9/11] and saw a possibility of service...""More than half of our members call NYC home, and live in our 5 boroughs. and our heroes are from everywhere too.""Everyone who comes here is from someplace where opportunity is rare, where fear is more common, where freedom is less free.""Without public safety, there is no possibility of free government.""For 7 years, he [Liu] kept the streets of Brooklyn safe...for 7 years, he saw the suffering, the disturbed, the injured and brought people comfort.""Detective Liu is the police we want. But it's also in the city, in this country, the police that we have.""He [Liu] enjoyed simple things, an avid fisherman...he loved his family and his family loved him.""He was persistent in his efforts and mindful of his obligations...he was patient...he was after all, a good man...he was after all, a New York City cop.""We do this because we took an oath, we do this because we believe possibility...the possibility of helping others.""We're cops, we hold the line, the thin blue line. we don't quit when things are hard...we took this job to prevent crime and disorder...the mission has not changed.""There are people who need us, we will not abandon them.""We will move forward, but we carry the possibility of all those dead, and all those who have worn the uniform before us.""In the sphere of law enforcement his [Liu] vision is left unrealized...it is up to us to make his vision a reality."Detective Liu, a model for all police."
