While most officers faced forward, pockets of police turned their backs as the mayor spoke Sunday. Those who turned their backs were not sprinkled intermittently throughout the line of officers, but clumped together in groups so it appeared that some collectively decided to make the political statement.

NYC Mayor Bill de Blasio:

"All of our city is heartbroken today, we've seen the pain that people feel from all walks of life."

"All of the city is feeling the pain right now, and all of the city wants to lift up the Ramos the Liu family."

"He [Liu] walked a path of courage, of sacrifice, of kindness -- this is who he was and he was taken from us much too soon."

"At the end of every work day, every day, [Liu] called his father to tell the family that he was safe, and on his way home."

"And NYC stands a little bit taller today, because he walked among us."
